  OK, so everything checks out.  I listed BeanUtils 1.6, but that was 
an error -- there is a 1.6.1 on iBiblio.

The list above does not include ORO, which of course isn't a Commons 
package, but which should probably be mentioned.  So it seems that 
only the new struts.jar and struts-legacy.jar need to be requested 
for deployment to iBiblio.

Thanks for setting me straight.

Would it be bad to put version numbers on the jars in the 
distribution?  I understand wanting naming consistency in situations 
where you need to maintain a classpath, but in a WEB-INF/lib, the 
names of the jars don't matter too much except when you update. 
Personally, I prefer not having to unpack a jar and hope that the 
manifest has the correct version...   I guess if Ted has already cut 
the release, there's no point in changing it, but...  It might also 
be nice to put a text file of the release notes in the distribution 
tarball.
