No, we don't recommend to use a load list in strongswan.conf.
Only experienced users who know what they are doing should
make use of them.

By default all plugins which you enabled during compile time
will be loaded automatically. I'm using explicit load lists
because all imaginable plugins are enabled but a given UML
scenario needs only a small subset of them.
