That says your dhcp configuration is wrong. the cluster_lilo command
places the newly build tftp image at /tftpboot/vmlinuz . But your dhcp
configuration says the file /boot/vmlinuz.  I would say check tftp
configuration ie inetd.conf or xinetd.conf and make sure you pass 
server args as -s /tftpboot. In the case of xinetd.conf  just add the
line.

 server_args     = -s /tftpboot

In case of inetd.conf 
tftp            dgram   udp     wait    nobody  /usr/sbin/tcpd 
/usr/sbin/in.tftpd -s /tftpboot
