What version of SM?  Are you using $config_location_base?  Does the
uri really have "wemail.php" in it twice?  Did you try with all
plugins disabled?  Did you hack or patch the source?

As you have been around here quite some time, I suspect that this is a
recent problem for you -- please explain what you have done
differently when the problem started appearing.  If you are using
STABLE, check the session contents for "session_expired_location" when
you log in.
