SquirrelMail is a PHP based web application. It requires no compiling,
and no making of files. The only thing you have to do is make sure it
points to a working IMAP server. To run it, you'd need a PHP
supporting http server (such as Apache, IIS, etc), PHP installed, and
access to an IMAP server. An SMTP server is optional, but only if you
don't want to send mail ;)

  Installing from tar.gz on any linux distribution I've used has taken
  me 5 minutes at the most. Those machines had PHP and Apache on
  however. If you need to build those, it'll probably take you 30 mins
  instead.
