The problem is in your logic - the first always_direct line only allows
sites that match _all_ of the domains, not _any_ of them. Try this:

acl local_sites dstdomain solik.net tdgu.sumy.ua sumy.net sumy.com
always direct allow local_sites
always_direct deny all
never_direct allow all
