I think that a self compiled squid must be integrated in the 
runlevel/service structur (/etc/init.d) manually, at least that is what 
I had to do when compiling squid.
If you are talking about the init-script, try to debug it (set -x).
Probably it is not getting the right exit code when starting the service.
