This perfectly illustrates my point.  Various places have made decisions
about how they want their base SQLite configured, be it including ICU or
enabling extensions (Gentoo disables extension loading for some unknown reason).

If you could only have one copy of SQLite on a system then this would be a
big issue.  But you can have as many copies as you want, as many versions as
you want, and you can compile them however you want.  If your requirements
are different than the platform and you cannot convince the platform to
change, then yes you'll have to provide your own version.  But that is
really easy!

(Or are you complaining that ICU cannot be built as a loadable extension?
It certainly can.)
