The problem is that mkrules.t depends on the pathological behavior of
build/mkrules: only warning about lint failures instead of actually failing,
allowing the distribution of broken rulesets. If mkrules dies when a file fails
to lint, tests fail. 

I have committed r1854347, which lets all linting finish and only "die" if the
script is not being run for a test.
