I wanted the info to conditionally trigger some (new) kinds of spam reports
inside spamassassin code. e.g. 
* reporting open proxy/relay listed by one RBL to another RBL
* reporting "most likely (nigerian) scam"

"Already listed as open proxy by RBL X" may help RBL operators to get useful hints
