I've done a lot of testing, and found that the attached patch will catch many
S.1618 references that were missed by the plethora of tests that existed before,
while catching everything that they did. Also, I tested against my inbox and
archives (about 3-5k messages) and was unable to discover any false positives.

Also, "__BILL_1618" was a different rule than "BILL_1618", one was defined in
body.cf and one in phrases.cf, so I merged them and made ANTISPAM_BILL reference
BILL_1618, but I'm not sure ANTISPAM_BILL is all that pertinent, and might be
worth removing too....
