	i think i should notify this sooner...

	there seem to be some bug in policy determination code, on
	specific platforms (so far kame/freebsd3, kame/freebsd4, kame/bsdi4).
	they fail to pickup IPsec SAs, even if you configure IPsec policy in
	the kernel.
