I'm one of the developers of xanthia and it uses smarty for it's templating. 
It's basicly just a subclass to smarty and hendles a bunch of dirty work and 
then lets smarty do it's thing.

Yes postnuke or envolution both use smarty. I was a core developer for 
envolution before I helped to add xanthia to postnuke. Right now postnuke has 
more modules for it but envolution has a better and cleaner core.

Both envo and postnuke have more modules than xoops. Which I have looked at 
and install occasionaly to see how it is going.
