You could use:

{section name="sparepartsInfo" loop=$partNoArray}
{assign var=temp_value value=$spoPartTSLArray[sparepartsInfo]}
<a {popup caption="TSL List" text="$temp_value"}>
{$partNoArray[sparepartsInfo]}</a>
{/section}

Although I don't know if $spoPartTSLArray[sparepartsInfo] is correct, I 
would rather use
$spoPartTSLArray.sparepartsInfo
