Got it now -- thanks. Just logging to local file with the '-l local0' 
option on the command line. OK for now.

Windows does not provide a syslogd. The event log is very different.

To get syslog functionality, install Cygwin. The Cygwin versions of
syslogd and smartd can both be run as a Windows service.
