I think i'm finally on to it.  Found a bunch of shortcuts in my Start 
menu which have served to clarify the distinction between "options" and 
"directives".   And the use of the net-run.bat file, which I didn't 
understand when I've seen it in the past.

I may be able to do this.

Uh, but it turns out I'm not smart enough to understand it.

I inserted the option in smartd.conf, but got the below error from
Windows 2003 Server system.  Reread the man page and couldn't find any
man pages for syslog.syslog.conf,  syslogd,  and syslog. The line
containing 'DEVICESCAN' has been commented out, so I'm unclear as to why
it's interpreting this option as a directive.

See '-l local0' option (not directive) on smartd man page.
