This file is by no means odd, it:
a) does what all other daemons are supposed to do (see the packaging
   manual)
b) has the value commented out, since it's smartd's compiled in default
c) the file is also being honored by several other distributions¸ see
   the smartd.initd.in that ships with upstream smartd
What actuall _would_ be nice, if the variable's named (here smartd_opts)
could somehow be standarized among packges.
