"cvs -d  :pserver:anoncvs@cvs.apache.org:/home/cvspublic  checkout -P jakarta-slide" 
works for me. How are your settings for CVSROOT? Did you login before?
Which client are you using? Does your firewall allow cvs? You may check 
sourceforge or any other public cvs server, if cvs works at all.
