The Export-Package header in the jcl-over-slf4j manifest does not specify a
version for the exported jcl packages, therefore the version defaults to 0.0.0
which does not behave the same way that importing 0.0.0 does.  My gut feeling
is to set the version to the most widely used jcl version, like 1.0.4 or 1.1 or
something like that, and not to the slf4j version number which is irrelevant if
you are trying to import jcl packages.
