No; however the UAS may reject the UPDATE. For instance, there might be
offer/answer reasons to reject the UPDATE if received before the PRACK
(which potentially could contain an offer or answer SDP); see RFC 3311.

The following are a few RFC's of potential interest from an offer/answer
perspective if the UPDATE contained an SDP: RFC 3311, RFC 6337, and RFC
6141.
