Dale,

A session-identity is defined in RFC 3261 as follows

"If SDP is used, a session is defined by the concatenation of the SDP
user name, session id, network type, address type, and address
elements in the origin field"

Since none of the parameters of a session-id are necessarily changed
by a new offer/answer (only the session-version needs to be
incremented in a new offer/answer) Does a new offer/answer necessarily
terminate a session? It only updates a session?
