I have not found an RFC which clearly discusses it.  Thus the reason it
might be beneficial to discuss within
draft-ietf-sipping-ipv6-torture-tests and/or
draft-ietf-sipping-v6-transition.

RFC4291 discusses some aspects.  However I haven't found anything
specifically discussing IPv6-address equality and related impacts upon a
URI.  My first set of matching questions mainly focused upon rfc4291
section 2.2.  My second set of matching questions mainly focused upon
rfc4291 section 2.5.5.
