There is no explicit mechanism within the
Route header.  However RFC 3263 provides
an SRV mechanism which can be used to
achieve your desired results.  Unfortunately
there is not an easy way to communicate
a time interval or retry count for the
target advancing.  However an ICMP error 
can trigger the advancing in a more timely
manor.

RFC 3261 section 16.6 step 7 discusses trying
multiple addresses based upon RFC 3263.
