No. There is no dialog because there has not been a response. A early dialog
is created by a 1xx response and a confirmed dialog is created by a 2xx
response. No response, no dialog. You cannot send a BYE. You cannot send a
CANCEL. You just terminate the transaction. You have to assume the INVITE
was not received.
