Hi,

I'd suggest the following way:

anychan(+fch aes-256-cbc hmac-sha1-96)

i.e. first all the flags and then (in the correct order) all the
arguments. That's the way, the normal irc-plugin for irssi handles flags
with arguments, I think the silc part should do it similar.
