how do you want to deal with files you don't own copyright to and which
are under non-compatible licensies?  e.g. MPI library which is under
MPL/GPL.  also files from silccrypt/ have various licenses:

 pkcs1.c MPL/GPL
 mars.c  very ambiguous license(?), should be at least updated.  also
         this file is one of the reasons why SILC packages are not accepted
         by Debian folks due to patent issues.  is this really so important
         for us to have mars as an optional cipher?

i haven't checked all files, there might be others.

will this change also mean that silc client (Irssi part) and whole silcd
implementation will not be shipped within SILC Toolkit and it will offer
only silc* libraries, toolkit reference documentation and other related
code/utils/docs?
