No.

However, you can create arbitrary combinations of IP addresses and
usernames allowed to use Cobra via the ACL mechanism (e.g. first rule
allows all admins from one IP, second rule allows one admin from all IPs),
but manipulating the SSL certificate will not accomplish this.
