It's a little known fact that the 1U servers will turn all the system 
fans to high speed if only one of the power supplies is plugged in; this 
is due to the detected "failure" of same.  If you plug in both power 
supplies, the fans will idle down and become noticeably quieter within 
10 seconds or so. 

This is probably a better idea than swapping out non OEM fans or 
disabling system cooling in a crowded rack (yikes!)
