Well, if people don't have that attribute you don't send that
attribute (i.e., what Scott said). Then each system consuming
assertions from your IDP can implement whatever workaround or locally
preferred replacement value for a missing attribute that works for
them.
But IDM is difficult and many systems are just plain broken, no doubt.
