I don't have anything for this task specifically, but I have something
similar. I developed a tool when we migrated from database storage to JSON
files between Jasig CAS versions long ago. If you're going from database,
then the tool might be a helpful starting point for automating the
migration. Let me know if you want it and I'll push it up to GitHub.
