What version of the IDP are you installing?
(I know I've asked before, can't recall having seen an answer.)

For the current IDP that's not correct, check the documentation.

What is "the IDP url" and what means "it doesn't work"?
This is a technical software mailing list, so you'll need to be specific.

For Tomcat8 on a Debian-based Linux distribution (such as Ubuntu) the
directory to put that file in is /etc/tomcat8/Catalina/localhost/
That's the verbatim name of the directory, and that has already been
created since it's part of the tomcat8 package.
