Instead of collecting and verifying ssh public keys from the large
amount of people (sic), you now collect and verify pgp public keys.

Of course, pgp keys are slightly more versatile for the reason Perry
mentions above.

If this was some other mailing list(s), cue rants on the magic words
"trust", "risk", "certificates," etc.
