As perms are broken down on an action by action basis, you can assign
any role to any set of actions.

What screen are u referring to by "user registration settings", afaik
these are in moudules/user/conf.ini which does not have a screen.

yep, users can be assigned to one of 3 types of roles:

1) anonymous - no role or perms
2) member - any role
3) admin - the root admin that gets his/her own GUI
