after reviewing the code, is appears to be ignoring proposed keys that do not have a \
colon.
if (! key.contains(KeyGenerator.PARTITION_SEPARATOR)) return; //v2 style key; no \
other validation rules apply
the open question is, do we even want to allow this behavior? maybe it should be an \
optional setting to disallow non UDDI v3 keys
