There is a very good paper on this by Pham-Gia et al. that covers this. I don't have the exact reference but a search on Google Scholar for pham-gia "density of the ratio" will bring it to the top.
Good luck.

Subject: Mean of the ratio of two Gaussian variables
Hello everyone.
I have a question about the ratio of two Gaussian variables.
In my problem, I have two correlated Gaussian variables X and Y.
I am interested to find the mean value of their ratio, i.e : E[Z] =
E[X/Y] ?
I wonder if you know paper which deal with this problem.
Thanks in advance
Dali
