I've never heard of MVS being used as a web server in a production
environment, but stranger things are known to happen.  If you have an HTTP
1.x compliant web server running on MVS, you should be able to have the
cgi point to a CLIST which will call SAS, write SAS's output to some
predefined or runtime defined location and then return that output to the
web server.  Much like you can have a shell script execute on a POST
operation and the shell script can invoke a C program or a PERL program.
