One solution is to bring up TSO using Batch JCL.
Then execute the SAS clist and execute any object with
macro keyword arguments using sysparm and &sysparm
in your autoexec ( or initstmt) . This gives you all TSO commands and
dynamic allocation withen each SAS object.

I know this is very hard to follow, but this technique is
very powerful for large systems that can be run in parallel on huge IBM
mainframes. It also will run on other platforms, note JCL is not portable.
