When it crashes, Microsoft askes if I want to send the error report

AppName: java.exe AppVer: 7.0.170.2 ModName: rxtxserial.dll
ModVer: 0.0.0.0 Offset: 0000c455

When I click the link, "view technical information about the report", the popup \
window does not allow me to select/copy the text.

Are there debug versions of the RxTx libs?
I find the thread hanging and crashing Java - about 1 in 25-30 times upon startup. \
However there is nothing noteworthy in the logs. I wondered if a debug version would \
print diagnostics in the logs.

Okay, good to hear that you solved the problem. However a "hanging" port 
due to "wrong usage" of the API is still suboptimal. It simply should 
not hang, but throw exceptions whenever wrong usage is detected.

I've been doing a full RXTX-code review for a couple of months and I am 
very interested in any possible bugs and rough edges of the API and 
driver implementation. So if you still remember how you got to the dark 
side, a minimal code would be very helpful to me. (Also the code causing 
your other problem http://mailman.qbang.org/2013-April/12656155.html)
