Here is the script I use to build w32 on linux.

rm -f config.cache config.h config.status
export WIN32INCLUDE=/home/bob/win32-include
export 
PATH=/usr/local/cross-tools/i386-mingw32/bin/:/bin:/usr/bin:/usr/local/jd
k1.2/bin/:
../configure --target=i386-mingw32 --host=i386-pc-linux 
--build=i386-mingw32
make


WIN32INCLUDE contains the Java include files


ls ../win32-include/
jni.h  jvmdi.h  jvmpi.h  win32


/usr/local/cross-tool/mingw32 is just the cross compiler linked to in 
INSTALL.
