Chances are that you are experiencing an indexing issue.  Either you a) 
haven't indexed or b) have indexed, but the IP-Network attribute isn't being 
indexed.

In your .../net-196.4.87.0-24/attribute_defs/network.tmpl file, make sure that 
the IP-Network has the "index" parameter set to "CIDR".

Run .../bin/rwhois_indexer -ivn -s .txt

You do not have to restart the server to see if this worked.

If it didn't work, check to see that there is a index-cidr-*.ndx file in your 
net-/net-196.4.87.0-24/data/network directory.
