This release contains Antonio Querubin's IPv6 work, which was fairly 
substantial, hence the new release number.  rwhoisd can now have CIDR index 
IPv6 address and authority areas.

In addition, the internal tcpd_wrappers code was updated to a newer version 
that can handle IPv6.  A fix was put in by me to handle the irritating 
behavior that occurs when there is no "Referral" class in any authority area.
