RWHOIS is an alternative way to report your IP allocations you've made to 
customers.  It does not delegate those blocks, but it does allow ARIN to
dynamically check you IP allocations.  

The one benefit to using RWHOIS at this time is that you can maintain your own
database of IP allocations and have ARIN query it.  This is a little bit better
than sending in hundreds of SWIP templates and having to maintain your allocation
database through them.

If you want ARIN's regular whois server to show your IP allocations, or you need
to do in-addr.arpa. DNS delegation, you still need to use SWIP.

Good luck.  Make sure you read around on http://www.rwhois.net.  The documentation
that comes with the server is okay if you are pretty technically oriented.  But
it is not the easiest thing to setup.
