This error seems to be what the IO::Socket stuff returns when it gets
a "Connection refused" problem.  In other words, it cannot connect to
shaker.rwhois.net:4321.  This is probably because there is no rwhois
server running on this machine.  You need to change the host in the
perl_rwhois.pl script to something sensical, like "root.rwhois.net".
