If an URL matches $WebNoAuthRegex, it doesn't require authentication

The default is fixed in RT_Config.pm :

# WebNoAuthRegex - What portion of RT's URLspace should not require
# authentication.
Set($WebNoAuthRegex, qr!^(?:/+NoAuth/|
                            /+REST/\d+\.\d+/NoAuth/)!x );

It's handled in html/autohandler
