Thank you Paul for your help.

I found the problem.  It seems my distro is one of those where ldd is 
missing an important library and it just choked rssh. 

I resolved the problem by using a 3rd party chroot jail script which 
found the missing libraries.  I also had to modify it to work with 
rssh.  If anyone is interested in using it, my modified version is 
available at:
