I will make it optional, via switch in Makefile. However, even if compiled in,
the language depends on your locale settings. If you have an
export LANG=english
or no LANG, everything will stay in English. Otherwise, you can delete the
file /usr/share/locale/<lang>/LC_MESSAGES/rsbac-admin.mo
- non-existing translations result in the original (English) message.

The idea is that every user can choose her preferred message language, while
central words like FILE or rc_force_role stay the same.
