When that submenu got introduced, it was for LSM only. So RSBAC stayed 
outside as it had for years before. Now people would probably miss 
it, if it got put in there.

If you want, we can move the RSBAC menu right beside the LSM/Security 
menu, so that it gets more logically grouped.
