No, that's not true.  A watt is a *rate*, just like a speed, so you don't
use them.

That's like saying something on your automobile flashes every time you use a
mile-per-hour.  

Instead, you get a pulse for every quantity of energy you consume.  That
unit could be joules or kW-hour or kW-seconds or W-hours.
