What if you plot the green line, and overlay it with red when
it's above a certain percentage?

(from memory, not tested)
DEF:percentage=.....
CDEF:bad=percentage,10,GT,percentage,UNKN,IF
LINE1:percentage#00CC00:usage
LINE1:bad#FF0000:"too much"
