Looks about right based on a quick glance. Current rpm has some extra 
rules on top of that to avoid unnecessary .rpmsave/.rpmnew pollution 
especially on multilib systems:
- if a config file in a package hasn't changed between old and new
   version, don't create .rpmnew even if the config file on disk has been
   edited
- don't create .rpmnew/.rpmsave files if config files only differ by
   timestamp
